DEPED MANDATE
The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The presen day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.

FIVE (5)- POINT REFORM AGENDA OF THE DEPARTMENT OF EDUCATION
Under the leadership of Education Secretary Sonny Angara, the Department of Education (DepEd) has introduced a 5-Point Reform Agenda aimed at addressing critical challenges in the Philippine basic education system. This agenda aligns with the directives of President Ferdinand Marcos Jr. and is detailed in the Quality Basic Education Development Plan (Q-BEDP), which outlines key reform areas, sets clear targets, and provides a long-term strategy for the next decade.
This includes:

The Schools Division Office of Rizal, a newly conferred PQA awardee, remains unwavering in its dedication to delivering high-quality basic education through innovation, inclusivity, and excellence. This mantra embodies the spirit of educators and personnel who exhibit these values every day, all year round. The ONE 365 C.O.R.E. mantra also serves as a reminder to lead by example, ensuring that every individual contributes to the delivery of the best quality service through exemplary leadership, unity, simplicity, meaningful innovation, commitment to improvement, and genuine care for people and the environment. By embracing and committing to these core values through the Division Education Development Plan (DEDP), SDO Rizal envisions that, within 365 days, grounded in Competence, Optimism, Resilience, and Excellence, the lives and practices of leaders, teachers, and employees will transform in profound ways. Despite these advancements, SDO Rizal continues to face several strategic challenges in fully implementing its programs and achieving the broader DepEd reform goals. These challenges include:

BUILDING SYSTEMS, EMPOWERING PEOPLE:
THE PRIME- HRM STORY OF THE SCHOOLS DIVISION OFFICE OF RIZAL
Guided by its 1–365 CORE Mantra - Competence, Optimism, Resilience, and Excellence, the Schools Division Office of Rizal has built a culture of consistency, purpose, and service, ensuring that every action, decision, and initiative contributes meaningfully to the people it serves. This philosophy has been the driving force behind the Division’s commitment to uphold excellence in public service and empower its workforce as its greatest resource.
The journey of the SDO toward PRIME-HRM recognition is a testament to this unwavering commitment. For years, the Division has drawn strength from its vision of serving people effectively. Guided by a culture of continuous improvement, the Division invested in building its systems around its people, ensuring that growth, accountability, and service readiness remain at the heart of every reform.
The 1–365 CORE Mantra has been a daily compass, reminding all personnel that competence drives quality work, optimism fuels resilience, resilience sustains progress, and excellence ensures meaningful impact.
The PRIME-HRM pursuit formally gained momentum in 2021 when the Division earned its first milestone: Recognition for Recruitment, Selection, and Placement (RSP). This achievement affirmed the Division’s adherence to merit-based hiring, transparent selection processes, and competency-aligned appointments. The RSP recognition reflected the Division’s competence in institutionalizing HR processes and its optimism in pursuing systematic improvements, setting a firm foundation for fairness and integrity in managing human resources.
In 2023, the Division reached another significant achievement with the recognition of Learning and Development (L&D) and Rewards and Recognition (R&R). These milestones validated the Division’s commitment to nurturing talent and promoting employee well-being. L&D programs became strategic catalysts for competency growth, while R&R strengthened motivation and performance culture by celebrating excellence and innovation. Through resilience and consistent application of the CORE values, the Division ensured that these pillars would be sustainable, replicable, and impactful across all units and schools.
Parallel to these achievements was the Division’s long-term goal: the recognition of its Performance Management (PM) system. Since 2021, the SDO worked persistently to refine guidelines, ensure alignment with results-based frameworks, strengthen monitoring mechanisms, and cultivate accountability. The 1–365 CORE Mantra shaped this effort as a daily commitment: personnel applied competence in executing tasks, optimism in overcoming challenges, resilience in sustaining reforms, and excellence in producing verifiable, high-quality results.
After years of dedication, December 2025 marked a significant milestone. The Civil Service Commission formally recognized the Division’s Results-Based Performance Management System (RPMS) as fully compliant with PRIME-HRM standards. With PM now recognized, the Division completes all four PRIME-HRM pillars, making the Schools Division Office qualified for PRIME-HRM Bronze Recognition. This success is the result of shared leadership and teamwork, championed by the past and present Schools Division Superintendents, supported by the Assistant Schools Division Superintendents, and made possible through the commitment of the PRIME-HRM Technical Working Group, HR Unit, Section Chiefs, Education Program Supervisors, Public Schools District Supervisors, School Heads, and every employee who embraced the 1–365 CORE Mantra in their daily work. Their collective competence, optimism, resilience, and pursuit of excellence made this recognition possible.
With all core pillars established, the Division looks ahead with greater resolve. The next phase focuses on automation of HR processes, digital service delivery, continuous competency development, and sustained monitoring of PRIME-HRM indicators.
Guided by the CORE Mantra, the SDO remains committed to fostering a workplace culture where integrity thrives, people grow, and service excellence becomes a standard, not an exception.
